This report analyzes defense options available to the United States in responding to current and emerging threats to U.S. security and interests in Europe, the Middle East, and Asia. It focuses on ways that the United States might adapt military instruments to meet these emerging challenges, assessing in broad terms the cost of defense investments commensurate with the interests at stake.

In this report, researchers examine the role that the French military might play as a coalition partner in a hypothetical high-intensity conventional conflict in Europe. Researchers drew on a wide range of publications in French and English, as well as on conversations with French defense experts.

The first in a series exploring the elements of a national strategy for U.S. foreign policy, this book examines the most critical decisions likely to face the next president. The book covers global and regional issues and spotlights the long-term policy issues and organizational, financial, and diplomatic challenges that will confront senior U.S. officials in 2017 and beyond.

Edward L. (Ted) Warner has had a long career as an educator, mentor, analyst, treaty negotiator, and more. This Festschrift is a tribute from those who have worked with him over the decades. Among his many notable accomplishments, perhaps the most important has been the opportunity to mentor a substantial number of exceptionally talented men and women regarding various aspects of U.S. and Russian defense and arms control policy.

Although military power is only one component of the portfolio of instruments that can be brought to bear in the fight against terrorist groups, military capabilities play unique and crucial roles in the overall strategy. These capabilities will call for a mix of forces somewhat different from those fielded today as well as new concepts and technologies. Equally challenging will be the tasks of training/advising friendly forces and protecting forces and interests around the world.
