The e-Vision 2002 Conference, held in May 2002, was sponsored by the U.S. Department of Energy as a step toward implementing a key recommendation of the Bush administration's National Energy Policy. It gathered 150 of the nation's leading energy experts to discuss ways of reducing the country's energy intensity. This volume includes the presentations and discussions that took place at the conference, including the identification of goals and the means to achieve them. Containerized shipping has always been an attractive target for thieves and smugglers--and now terrorists. Are today's security measures working or not? This report lays out a framework for assessing the effects of supply-chain security proposals. 450-character abstract: Much worldwide cargo, from raw materials to finished products, travels via containerized shipping. For the shippers, the main concern has always been losses from theft or accident. But shipping containers are as attractive to terrorists as they are to thieves and smugglers. New security measures have therefore proliferated. This report defines a framework for assessing the effects of these measures, reviews the balance of current container security risk-reduction efforts, and lays out directions for further research.

Is U.S. high-technology manufacturing at risk? In response to the concern that an increasing amount of high-technology manufacturing formerly performed in the United States is now being done overseas, the Office of Science and Technology Policy asked the Rand Corporation to provide analytic support to the President's Council of Advisors on Science and Technology. The support included a description of past and current trends of U.S. high-tech manufacturing, a theoretical and empirical economic analysis of traditional and high-tech manufacturing, and an analysis of U.S. research and development statistics and of trends in choices of academic disciplines.

The death of General Francisco Franco in November of 1975 ended thirty-six years of fascist-style dictatorship in Spain. The subsequent transition to liberal parliamentary government was remarkably smooth, particularly when compared to the recent difficulties experienced by other states, such as the former Soviet Republics and Eastern Europe. Ortiz traces Spain's success back to the development of a liberal tradition and a public sphere in the last decades of the 19th century during the Restoration period. He uses this era as a test case to demonstrate that liberal practices can develop even within a political situation where state institutions and the social infrastructure do not necessarily support them.Paper Liberals dispels the notion that Western Europe ends at the Pyrenees and argues instead that, while on the periphery, Spain should not be excluded from the mainstream of European history. Clarifying a period in contemporary Spanish history that has been largely misunderstood, this study underscores the importance of the Spanish example as a comparative model to the countries customarily thought of as the European center (Britain, France, and Germany). Ortiz examines the formation and expansion of liberal political culture during the Regency of Maria Christina from 1885 to 1902, and he details the pivotal role of the Spanish press, which dominated the public sphere of Regency Spain, as the vehicle for this remarkable transformation.
