On June 6, 2015, David and Jackie Siegel received the call that no parent should ever get. Victoria, their beautiful, vibrant 18-year-old daughter, had died of a drug overdose. The Siegels vowed to do whatever it takes to prevent this from happening to other parents. Right after Victoria passed away, Jackie received a text from one of Victoria's friends, directing her to look in Victoria's bedroom nightstand for a secret diary Victoria had kept-and suggesting they publish it. The Siegels decided to honor Victoria's wish.Victoria's diary, in her own hand and featuring her own art, is bookended by intros by her parents before it and tips and resources after it. Victoria's Voice is a gripping peek inside the mind of a sometimes happy, healthy teen and other times a teen dramatically influenced by drugs and alcohol. This is Victoria's voice-from beyond the grave. In most municipalities across Canada, the top public servant is the chief administrative officer (CAO) or city manager. Compared to elected politicians such as the mayor and the council, the work of a CAO is often overlooked and not well understood. In Leaders in the Shadows, David Siegel brings the CAO into the limelight, examining the leadership qualities of effective municipal managers. Using the examples of five exceptional CAOs who have worked in municipalities of varying sizes across Canada, Siegel identifies the leadership traits, skills, and behaviours which have made them successful. Interweaving the stories of his subjects with insights drawn from leadership theory, Siegel offers an engrossing account of how CAOs must lead “up, down, and out” in order to succeed. Offering well-rounded accounts of the challenges and opportunities faced by public servants at the municipal level, Leaders in the Shadows is a valuable resource for academics and practitioners alike.

As governments attempt to focus more on service delivery, it has become apparent that little is known about the people who actually provide the services. Barbara Wake Carroll and David Siegel discuss structural issues and analyse the various administrative reforms developed in the last few years. They highlight field officers' perceptions of the problems in the system and suggest ways to improve field office-head office relations and the operation of field offices generally. The authors' analysis is based on more than two hundred interviews with federal and provincial civil servants in all ten provinces, in the smallest hamlets and largest cities across Canada. Using extensive quotations from these interviews, the authors allow public servants to tell their own stories and, in so doing, provide examples of the application of systematic qualitative research to Canadian political science. With its accessible style and emphasis on personal experience, Service in the Field will be of interest to students and scholars of public administration, political science, organization theory, and related disciplines in addition to people in government in both field and head offices.
