Ethiopia's internal security landscape has been profoundly transformed over the past decade, shaped by political transition, repeated states of emergency, intercommunal violence, and large-scale armed conflicts. Within this volatile environment, police and security forces have assumed expanded roles that go far beyond conventional law enforcement. While these institutions are legally mandated to protect civilians, uphold public order, and respect constitutional rights, numerous credible accounts indicate that segments of the Ethiopian police and allied security forces have been implicated in patterns of human rights violations. These concerns have become particularly acute in relation to the treatment of civilians in conflict-affected areas, including the Amhara Region.The Amhara population has experienced escalating insecurity since 2020, with conditions deteriorating sharply from April 2023 and intensifying into widespread armed confrontation by August 2023. In this context, policing has increasingly overlapped with counterinsurgency and military operations, blurring the distinction between civilian law enforcement and armed conflict conduct.

Civic Education teaches students about their rights and duties. It theoretically empowers them to participate actively in political, economic, social and cultural affairs. It also acquaints them with the nature as well as power and duties of the government. The major role of civics and ethical education is to produce a 'good citizen'. A good citizen, as explained by Akalewold (2005), is a citizen who understands properly the problem of their country, understand the citizenry obligation to make personal contribution equipped with good ethical and democratic culture.

O objetivo desta investiga o foi avaliar a pr tica de desenvolvimento de recursos humanos e o seu impacto no desempenho organizacional no caso do Queen College no campus de Kality. Foi utilizado um desenho de investiga o descritivo com um desenho de investiga o explicativo e abordagens de investiga o quantitativa. As fontes de dados prim rios foram os funcion rios do Queen College no campus de Kality. Um total de 162 inquiridos foram fontes de dados prim rios e os dados secund rios foram obtidos a partir do relat rio financeiro anual do banco. Die wichtigsten Ergebnisse deuten darauf hin, dass die Debub Global Bank bei der Durchf hrung von effektiven Schulungs- und Entwicklungsma nahmen, der Karriereentwicklung und der Leistungsbeurteilung nicht gut abschnitt. Dar ber hinaus hat die Bank Probleme wie Kommunikation, unzureichende Integration, Offenheit, Fairness in der Behandlung der Mitarbeiter, Verg tung und Arbeitsplatzsicherheit sowie Probleml sungskultur nur langsam in Angriff genommen.

Les principales conclusions indiquent que Debub Global Bank n'a pas su mener une formation et un d veloppement efficaces, un d veloppement de carri re et une valuation des performances. En outre, la banque a tard s'attaquer des probl mes tels que la communication, l'int gration inad quate, l'ouverture, l' quit dans le traitement des employ s, la r mun ration et la s curit de l'emploi, ainsi que la culture de r solution des probl mes.
