Premier d'une serie de quatre ouvrages consacres a l'histoire de la guerre du Peloponnese (431-404 av. J.-C.), ce livre etudie les causes du conflit et prend le contre-pied de la these de Thucydide. Dans les cinq parties qui composent l'ouvrage, Donald Kagan examine le fonctionnement institutionnel et informel des systemes d'alliance en place et retrace l'histoire de la constitution de l'alliance spartiate et de la ligue de Delos (1). Puis, il restitue le contexte trouble du milieu du ve siecle en rappelant les evenements de ce qu'on a appele la premiere guerre du Peloponnese (vers 460-445) et de la paix de Trente Ans (2 et 3), jusqu'aux trois crises de l'annee 433 (l'affrontement entre Corcyre et Corinthe autour d'Epidamne, le siege de Potidee, le decret de Megare ) qui allaient precipiter les deux blocs dans la guerre (4). Une serie de conclusions (5) examinent et critiquent les differentes theses sur les causes du conflit, et notamment celles de Thucydide sur la cause la plus vraie , sur la responsabilite de Pericles et sur l'ineluctabilite de la guerre. Restituant, a chaque fois que les temoignages litteraires et epigraphiques le permettent, le lien entre les affaires interieures, l'organisation constitutionnelle et la politique etrangere des cites concernees, Donald Kagan examine a nouveaux frais la question des origines et des causes de la guerre du Peloponnese en se concentrant sur cette question: la guerre etait-elle inevitable? Thucydide pensait qu'elle l'etait. L'organisation argumentative, les antilogies, le choix et l'ordre d'exposition des discours rapportes, les elements passes sous silence et la construction narrative, tout dans le texte de Thucydide est fait pour ne laisser aucune alternative a la guerre et nous convaincre de son ineluctabilite a partir du moment ou on avait permis a l'empire athenien d'exister. Kagan pense que le conflit n'etait pas inevitable et sa demonstration fait de ce grand livre d'histoire un manuel de sciences politiques: il contribue a eduquer et a aiguiser notre regard pour lui apprendre a discerner toutes les voies, toutes les bifurcations, toutes les possibilites qui permettent a des societes differentes, concurrentes, voire rivales, de rester dans la politique et d'eviter d'avoir a la continuer par d'autres moyens .
