The Inspector General of the Air Force (SAF/IG) is leading an Air Force-wide effort to reduce the burden of Air Force inspection activities while also improving the quality of oversight the inspection system provides. In 2010, SAF/IG asked RAND Project AIR FORCE to join in this effort. This report presents primary data RAND collected on the Air Force inspection system and identifies effective inspection and information collection practices that the Air Force might emulate.

This RAND study aimed to facilitate the successful reintegration of guard and reserve personnel after deployment. Data collected from families and resource providers offer insights on how well these personnel and their families fare after deployment, the challenges they face during that time frame, the strategies and resources they use to navigate the reintegration phase, and how to ensure that reintegration proceeds as smoothly as possible.

Some police forces believe that 20 years from now they will operate much as they do today, but advances in technology and operating concepts are driving significant changes in day-to-day police operations. This book explores potential visions of the future of policing, based on the drivers of jurisdiction, technology, and threat, and includes concrete steps for implementation. This analysis is based on a review of policing methods and theories from the 19th century to the present day. Recommendations include educating personnel and leaders to build internal support for change, transitioning to shared technical platforms, and leveraging winning technologies. Because criminals will also use new technology that becomes available, the key to the future of policing will not be the technology itself; it will be the ways in which police forces adapt the technology to their needs.

Hope for a prosperous and peaceful future for Haiti lies in building a more effective, resilient state. This report identifies the main challenges to more capable governance, evaluates existing plans for improving the delivery of public services, and proposes a realistic set of critical actions. The proposed state-building priorities merit the greatest degree of Haiti's and international donors' policy attention and financial commitment.

The U.S. government classified members of the Mujahedin-e Khalq (MeK), a cult and designated foreign terrorist organization that was listed as an enemy force in Iraq, as civilian protected persons rather than combatant prisoners of war under the Geneva Conventions. A RAND study of this controversial decision recommends that MeK members be repatriated to Iran, which has promised amnesty to the group and appears to have upheld its commitment.
