This document explains how to apply standard Office of Management and Budget and Department of Defense (DoD) guidance on project evaluation to product support business case analyses (BCAs) in a way that allows senior DoD decisionmakers to use net present value as the dominant figure of merit for comparing courses of action. Findings are stated in BCA dollar value terms, which are figures of merit that decisionmakers understand intuitively.

This report presents findings on the economic activity supported by total Army spending in each of the 435 congressional districts for fiscal years 2012-2014. Using input/output models, researchers estimated that in FY 2014, the Army directly spent approximately $121 million in the median congressional district (in 2012 dollars), translating into about 4,200 jobs and contributing to $375 million of economic output.

Performance-based accountability systems (PBASs) link incentives to measured performance to improve services to the public. Research suggests that PBASs influence provider behaviors, but little is known about PBAS effectiveness at achieving performance goals. This study examines nine PBASs that are drawn from five sectors: child care, education, health care, public health emergency preparedness, and transportation.
