In this report, RAND researchers study the causes of civilian harm in the 2017 battle for Raqqa, Syria, and provide insights into how the U.S. Department of Defense can reduce civilian harm in future operations.

Ensuring military access to the territory of allies and partners in the Indo-Pacific in the event of a future conflict with China is a critical concern for U.S. policymakers. By looking at five specific allies and partners, the authors explore how states are likely to approach access requests, what factors influence such decisions, and what peacetime policy levers the United States might have to increase the likelihood of access in conflict.

This report describes the 2021 U.S. Air Force-sponsored Plan Blue game, which examined competition against Russia in the Arctic with a focus on the role of sensing in competition and featured robust participation from regional partners and allies. The purpose of the game was to increase understanding of the capabilities, postures, and alliance command, control, and communication relationships that may be called for in future Arctic operations.

In this report, the authors use 11 case studies to create a typology of the barriers that impede U.S. security cooperation with highly capable allies and partners; identify some of the more specific barriers in the air, space, and cyber domains; suggest mitigation strategies for each of these barriers; and propose a preliminary approach for implementing some of these mitigation strategies.

Expanding on prior research, the authors identify the tasks that the People's Liberation Army (PLA) would likely be assigned by Chinese leaders to achieve strategic goals both in peacetime competition with the United States and in a hypothetical low-intensity conflict. They then analyze potential vulnerabilities in the PLA's execution of those tasks and how the United States could leverage those vulnerabilities to disrupt China's strategic goals.

This report develops a new concept for strategic disruption by special operations forces, exploring how disruptive campaigns can frustrate an adversary's preferred strategy and enable friendly gains across multiple instruments of national power. This research articulates a clear framework for special operations campaigning short of war, particularly when potentially escalatory conventional options are ill-suited or infeasible.

After the Ukraine war ends, U.S.-Russian relations will remain hostile. But future U.S. policymakers will also need to balance competing demands and might therefore consider a peacetime limited less-hardline approach toward Russia. Using four historical case studies, the authors found that such approaches can lead to durable but narrow gains without emboldening the rival. But such policies may not prevent later deterioration of the relationship.

The authors examine U.S. institutional capacity-building (ICB) programs for the security sectors of African partner governments and their potential role in strategic competition. They outline a framework for understanding the relationships between ICB and efforts to gain influence among U.S. partner nations and provide initial recommendations for how U.S. policy can better integrate governance and strategic competition objectives in Africa.

Airpower played a pivotal role in the U.S.-led fight against the Islamic State from 2014 to 2019. This report sheds light on debates about the impact of air operations and how airpower was applied. The authors find that airpower was essential, but it alone would not have been likely to defeat the militant group. Instead, the combination of airpower and partner-led ground forces was needed to destroy the Islamic State as a territorial entity.
