RAND Arroyo Center explored how the U.S. Army might need to adapt its personnel management policies and practices to support the Regionally Aligned Forces concept. Authors estimated the scope and scale of the requirement for regional expertise; modeled the Army s current ability to produce soldiers with the required expertise; and identified changes to the personnel management system to develop and match such soldiers with appropriate positions."

This title summarizes discussions with over 450 Army officers (lieutenants through colonels) about leader development in Army units. These discussions revealed that the type and extent of leader development activities vary greatly across units, but that they are generally informal and most heavily influenced by the unit commander. The authors conclude with suggestions on how the Army school system can improve leader development.

This study examined U.S. Department of Defense permanent change of station programs to determine the potential for savings that could accrue by increasing the amount of time between moves. The research reviewed current policies and investigated the potential for incentive programs to encourage servicemembers to stay longer at their current stations. Potential implementation of an auction program was also discussed.

The swift adoption of unmanned aircraft systems (UASs) and their increasing use in the field have exceeded the capacity of the training infrastructure to sustain training on these systems over the long term. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training.

Changes in the world over the past two decades have created a dynamic situation volatile, unpredictable, and novel in many respects making the conduct of military operations more complex and varied than in the past. This report examines the nature of demands on Army officers in the contemporary operating environment and their implications for leader development.
