This title summarizes discussions with over 450 Army officers (lieutenants through colonels) about leader development in Army units. These discussions revealed that the type and extent of leader development activities vary greatly across units, but that they are generally informal and most heavily influenced by the unit commander. The authors conclude with suggestions on how the Army school system can improve leader development.

Can the Army sustain its current tempo of overseas deployments without reaching the breaking point? The nation has difficult trade-offs in facing calls on Army forces for operations in Iraq and Afghanistan. This report describes the effects of large deployments on the Army's ability to provide forces for other contingencies, to ensure that soldiers are trained, and to continue to recruit and retain soldiers. The authors found that Army plans for transformation and employing reserves at reasonable rates still fall short. Steps to improve the situation all involve high risks or costs. Unless requirements recede, the nation faces an Army stretched thin, with no quick fix or easy solution.

Integrating women into special operations forces poses potential challenges for unit cohesion. The integration of women raises issues of effectiveness, in terms of physical standards and ensuring the readiness, cohesion, and morale essential to high-performing teams. This report assesses those challenges and provides analytical support for validating occupational standards for positions controlled by U.S. Special Operations Command.
