A priority of the United States Space Force (USSF) is to improve vertical and horizontal integration and synchronization of space capabilities. To assist with this priority, the authors of this research defined existing challenges and recommended ways that USSF can facilitate the integration and synchronization of space acquisition and fielding to support the timely delivery of end-to-end space capabilities to the joint force.
The fifth-generation (5G) technology standard for broadband cellular communications is expanding in Europe and will offer many more capabilities than the existing fourth generation long-term evolution standard. The authors consider U.S. military uses of the 5G technology standard for cellular communications in a notional 2030 time frame, concentrating on a future smart logistics mission in the Baltics and surrounding countries.
The U.S. Department of Defense (DoD) requires more efficient and timely methods to acquire, integrate, and interoperate systems and systems-of-systems (SoSs) to deter near-peer adversaries and prevail in combat. RAND researchers were asked to participate in a multiyear effort to help DoD understand the challenges of creating a universal command and control language to facilitate the evolution of systems and interoperability of SoSs.
In 2018, law enforcement agencies gained access to a national, interoperable first responder broadband communications network that was supposed to result in simple solutions for interoperability. For various reasons, this has not happened. In this report, RAND researchers present practical knowledge to inform agencies about available broadband options and opportunities, governance issues, funding options, costs, and barriers to implementation.

To address concerns that warfare could extend to space, the national security space community has taken steps to enhance space mission assurance (SMA), leading to an increasing demand for assessments of SMA. The authors describe decisionmaker needs for assessments of SMA, challenges for conducting assessments, the shortfalls that may result from the challenges, and options for addressing the shortfalls.
Amid a growing global forced displacement crisis, refugees and the organizations that assist them have turned to technology as an important resource in solving problems in humanitarian settings. This report analyzes technology uses, needs, and gaps, as well as opportunities for better using technology to help displaced people and improving the operations of responding agencies.
