Ongoing transformations of the political organization of Europe, where both the nation-state and the European Union are challenged, make it possible to explore phenomena that are difficult to see in stable periods. An upsurge in accountability-demands, where political leaders are required to explain and justify what they are doing, is one such phenomenon. Mainstream approaches to democratic accountability, assuming settled principal-agent relations may give insight into the routines of institutional accountability. This book argues that it is not enough to analyze how accountability processes contribute to routinized maintenance of an established order within relatively stable, simple, and well-known situations. We need to understand accountability in eras of institutional confusion and contestation and in dynamic, complex, and unknown situations. First, variations in the relations between democratic accountability and political association, organization, and agency are endogenous to politics. Second, accountability processes take place within both settled and unsettled orders. They can be both order-maintaining and order-transforming. Third, accountability involves sense-making as well as decision-making. Fourth, accountability may involve mass mobilization or go on largely unnoticed by the public. Fifth, accountability processes may or may not foster new ideas about political order, government, and the role of rank-and-file citizens in political life. They may or may not affect what democracy will mean and imply in the future. The aim of this book is twofold: to contribute to the theorization of democratic accountability and to discuss what accountability processes tell us about political order and orderly change in general.

Many reformers argue that the future of democracies depends on the quality of their political institutions. If so, it may be worthwhile examining the democratic-instrumental vision of citizens and their representatives -- which assumes that they can and should decide how they might be organized and governed -- and thereby develop a better theoretical understanding of the nature, architecture, dynamics of change, performance, and effects of institutions. It may be useful to study the possibilities and limitations of governing through deliberately changing institutional arrangements and thereby achieving intended, anticipated and desired effects - including how institutions contribute to organized rule, orderly change, civilized co-existence, unity in diversity and the ability to accommodate and continuously balance rather than eliminate what John Stuart Mill called "standing antagonisms". This book offers an organization-theory-based institutional approach and it assumes that a fruitful route to improved understanding of political organization and government is to observe large-scale institutional reforms. The primary source of insight is the grand experiment in political integration through institution building and polity formation in Europe - the European Union. Yet, the book relates to century-long controversies concerning what is good government and how best to organize common affairs. The main challenge is to examine the claim that theoretical ideas and concepts developed in the context of the sovereign state are outdated in the context of the emerging European polity and a globalized world and to analyze what students of political institutions, as well as citizens, can learn from recent European experiments in democratic organization and government.

This book deals with ongoing processes of European cooperation and integration, processes that may have a potential to change the political organization of Europe. Based on ideas from 'the new institutionalism' the book offers a systematic perspective on institutional change and in particular the role of institutions in relation to four central and durable issues in the study of political life. These are: (1) the mediation between unity and diversity: what ties a society together and what keeps it apart. (2) The relations between citizens and their helpers: why the democratic deficit in the European Union can not be eliminated solely by making mechanisms of direct citizens participation and representation more efficient. Needed are also institutions that make direct participation redundant because they routinely work with integrity, generating expected and desired outcomes. (3) The relation between democratic design and historical drift: To what degree democracies are able to design and reform key institutions of governance so that their structures reflect popular will, understanding and control. (4) The co-existence of old and new political orders: How elements of a new order may supplement rather than replace elements of the old order, generating a 'mixed order' based on partly inconsistent principles and rules.
