This report documents a research project that focused on identifying priority potential Arctic capability gaps with respect to U.S. Coast Guard operations in the region in the present and in the 2030s. It is becoming increasingly important to determine how to operate in the region, given changing conditions and the potential for increasing activity that will drive demand for more frequent U.S. government presence across a spectrum of roles.
Characteristics and Duty Limitations of Service Members Transferring Between the Active and Reserve Components
The authors describe policy requirements for transfers from the active component (AC) to the reserve component (RC). They analyze the characteristics and duty limitations observed among AC to RC transfers and examine the service member's time in the AC for information related to the RC medical condition. Finally, they make recommendations to reduce the number of personnel who transfer with medical conditions that limit deployability.

The U.S. Army has accepted risk in facility sustainment to maintain warfighting readiness, which can result in higher life-cycle costs because it increases the likelihood that facility components break earlier. To identify strategies and make recommendations for improving the allocation and execution of Army installation facility sustainment funding, the authors study practices in the Air Force, Navy, Marine Corps, and public and private sectors.
