In this report, the authors use 11 case studies to create a typology of the barriers that impede U.S. security cooperation with highly capable allies and partners; identify some of the more specific barriers in the air, space, and cyber domains; suggest mitigation strategies for each of these barriers; and propose a preliminary approach for implementing some of these mitigation strategies.

Improvements in Russian and Chinese counterspace capabilities could endanger the space-based capabilities that the United States relies on for a broad array of military and economic functions. In this report, the authors examine the conventional wisdom on escalation in the space domain to offer recommendations for how the U.S. Space Force and other stakeholders can better prepare to deter and manage escalation.

As outer space becomes more congested, contested, and competitive, the risks to space safety, security, and sustainability heighten. Against this backdrop, the authors used a review of relevant literature and official documents, as well as interviews and workshops with subject-matter experts, to identify lessons from past approaches to international traffic management and offer recommendations to make progress in space traffic management.

RAND researchers conducted three evidence reviews focused on sexual assault and sexual harassment in adults. The first review focuses on psychotherapy interventions for victims in military settings, the second focuses on barriers and facilitators to accessing care, and the third focuses on associations between victims and three mental health conditions: posttraumatic stress disorder, depression, and substance use disorders.
