Envisioning a Comprehensive Peace Agreement for Afghanistan
Throughout years of halting attempts to negotiate an end to the war in Afghanistan, none of the conflict parties articulated more than the barest outlines of envisioned outcomes of talks. The report includes options for and analysis of realistic compromises, presented in the form of a peace agreement text.

The Department of Defense has long played a major role in humanitarian assistance/disaster response (HA/DR) operations due to its unique capabilities, manpower, and forward-deployed resources. The Asia-Pacific region is of particular importance because it bears the brunt of the majority of the world's natural disasters and is home to key U.S. allies. In an effort to improve the effectiveness of such operations, this report analyzes recent HA/DR operations in Burma, Indonesia, Pakistan, and Japan, and identifies lessons that can be applied in the future.

Daunting challenges lie ahead for Arab countries where revolutions have upended longstanding authoritarian regimes. These unexpected events created new uncertainties in a troubled region: Would the Arab Spring lead to a flowering of democracy? Would loosening of the political systems in these countries unleash dangerous forces of extremism or ethno-sectarian conflict? Would new autocrats replace the old ones? Through a comparative analysis of past democratization experiences over nearly four decades and a detailed look at recent uprisings in the Arab world, this volume explores the conditions and decisions that are most likely to influence whether democratization will succeed in Arab countries undergoing political transitions. It also identifies the main challenges to democracy in these countries, analyzes how other countries have made similar transitions, and suggests what the United States and the international community can do to help strengthen fledgling democracies in the Arab world.

Past efforts to resolve ethno-territorial conflicts in Br?ko, Mostar, Northern Ireland, and Jerusalem provide insights that could facilitate a negotiated settlement regarding the disputed Iraqi city of Kirkuk. The case studies show that Arabs, Kurds, and Turkomen must emphasize governance over symbols of sovereignty, develop adaptable power-sharing mechanisms, marginalize spoilers, empower local leaders, and create multi-ethnic security forces.

This book identifies the procedures and capabilities that the U.S. Department of Defense, other agencies of the U.S. government, U.S. allies and partners, and international organizations require in order to support the transition from counterinsurgency, when the military takes primary responsibility for security and economic operations, to stability and reconstruction, when police and civilian government agencies take the lead.
