The Commission on Planning, Programming, Budgeting, and Execution (PPBE) Reform asked RAND for an independent analysis of PPBE-like functions in selected countries and other U.S. federal agencies comparable to the U.S. Department of Defense. This executive summary distills key insights from seven case studies of budgeting processes, as detailed in two companion volumes, and compiles findings from all 16 case studies in the seven-volume series.

The Department of the Air Force (DAF) manages the acquisition workforce as a whole in the U.S. Space Force (USSF) and the U.S. Air Force (USAF). The authors assess whether the DAF's current acquisition workforce management and development structures can meet the needs of both services. They pinpoint potential misalignments and make recommendations to address them.

This report adds two case studies of planning, programming, budgeting, and execution (PPBE) functions-in the U.S. Department of Veterans Affairs and in the U.S. Department of Energy's National Nuclear Security Administration-to those of other U.S. federal government agencies presented in Volume 3, offering further insights for improving the U.S. Department of Defense's PPBE processes.

A priority of the United States Space Force (USSF) is to improve vertical and horizontal integration and synchronization of space capabilities. To assist with this priority, the authors of this research defined existing challenges and recommended ways that USSF can facilitate the integration and synchronization of space acquisition and fielding to support the timely delivery of end-to-end space capabilities to the joint force.

A RAND Corporation study undertook a literature review and analysis of several case studies to examine factors that could increase the likelihood of success in integrating active and reserve component military staff organizations. The resulting best practices can serve as a framework for undertaking and assessing these integrations.

This report describes the current differences and similarities between Air Force and joint doctrine and identifies ways to increase doctrinal alignment. It also evaluates the potential role of doctrine in increasing airmen's joint warfighting proficiency and proposes additional ways to give airmen more exposure to joint constructs throughout their careers.

The U.S. Army has introduced the global landpower network (GLN) concept as a means to integrate, sustain, and advance the Army's considerable ongoing efforts to meet U.S. national security guidance emphasizing the importance of working closely with partner nations to achieve U.S. strategic objectives. This report develops the GLN concept further.

Soon after Operation IRAQI FREEDOM began in March 2003, RAND Arroyo Center began a project, completed in January 2006, to produce an authoritative account of the planning and execution of combat and stability operations in Iraq and to recommend changes to Army plans, operational concepts, doctrine, and Title 10 functions. This report presents a broad overview of the study findings based on unclassified source material.
