The authors examine the extent of credential stacking among low-income individuals and whether those individuals benefit economically. They investigate systemic barriers to stacking for low-income individuals, including limited opportunities to stack credentials in some fields and institutions, insufficient information on stackable credentials and credential value, and challenges moving between programs that do and do not award college credit.

This report accomplishes the fiscal year (FY) 2016 assessment of the Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) mandated in the National Defense Authorization Act of FY 2011. AcqDemo aims to provide a system that retains, recognizes, and rewards employees for their contributions and supports their personal and professional development.

This study identifies the current universe of federal employment programs and resources available to reserve component members, assesses the gaps and overlaps in those programs and resources, and develops recommendations for how the U.S. Department of Defense and the federal government as a whole can improve efforts to provide job placement assistance and related employment services to reserve component members.

This report assesses the Texas experience in the context of national competency-based higher-education movement. Competency-based education in Texas is examined through six institutions that currently offer these programs and recent state efforts to support them. The approach included review of relevant documents, webpages, and interviews with program administrators, a sample of students enrolled in one of the programs, and a state policymaker.

For 13 programs in the ten states that received Beyond Yellow Ribbon appropriations in fiscal year 2013, RAND researchers used a case study approach to document each program s resources, activities, and intended outcomes; assess whether the programs met their stated goals; identify promising practices and areas for improvement; and suggest ways to improve the effectiveness of the programs as a whole."

Understating the needs for officers and civilians with science, technology, engineering, and mathematics degrees can diminish the Air Force s ability to maintain vital technical skills. RAND researchers defined which degrees were STEM and asked career field managers and senior authorities to identify those necessary now and in future. The results point to specific areas that the Air Force should review for current and emerging needs."

Provides a framework that the Department of Defense (DoD) can use to organize the strategic initiatives outlined in its 2012 Diversity and Inclusion Strategic Plan. The framework emphasizes the creation of an enduring accountability system and categorizes DoD s strategic initiatives along three key dimensions compliance, communication, and coordination ( the three Cs ) and prioritizes them across time short, medium, and long term."

The organic defense acquisition workforce oversees defense acquisition programs from start to finish. RAND has been providing ongoing analysis of the workforce. This volume documents revisions to methods summarized in an earlier report, describes the workforce through fiscal year 2011, and provides a user s manual for a model for projecting workforce needs through 2021 under different assumptions about the future.

India has joined a worldwide trend in which nations are seeking to improve the quality of their higher education systems by giving greater autonomy and accountability to higher education institutions. In this report, the authors review India's and other countries' higher education systems and suggest seven policy actions that the Indian national government and other stakeholders can take to improve higher education by linking funding to quality.

This study examined how the Advanced Distributed Learning (ADL) Initiative might encourage the reuse of digital training content as a strategy to reduce the cost of its development. While findings highlighted a number of current challenges with the reuse option, one conclusion is that ADL can foster more reuse by taking a proactive approach in supporting training development organizations that are attempting to implement a reuse strategy.
