Discusses the tendencies of Air Force physicians and dentists to accept Multiyear Special Pay (MSP). Eligible dentists have often accepted MSP although a majority of eligible physicians have not. Increasing MSP levels appears to increase the percentage of physicians who choose to accept MSP rather than leaving Air Force service.

Improving the Air Force's training management and decision processes; An examination of Air Force training management and decision processes and the data needed for informed decisionmaking. A model of management is developed to evaluate the data flow in the AETC training pipeline. The study concludes that consolidation of the strategic management functions would resolve many current data flow problems, and methodological tools, including simulations, should be developed to improve data combination and interpretation, particularly in the area of cost.

The Engine Maintenance System Evaluation (EnMasse) assesses the effect of different policies, such as centralization, on jet engine intermediate maintenance. This user's guide to EnMasse, a simulation model developed by the authors, describes the processes (module shop, test cell, etc.) in the model. Users can track the engine operation and maintenance process from the flightline through various shops and back. The report delineates essential components of EnMasse that might be employed or modified to model various choices of engine types and maintenance policies.

An assessment of the manner in which Jet Engine Intermediate Maintenance shops can best be configured to support Expeditionary Aerospace Forces both in peacetime and in war. In recent years, the United States Air Force has found it necessary to perform a number of overseas deployments, many on short notice, in support of a wide range of crises. Toward this goal, the Air Force has begun to reorganize itself into an Expeditionary Aerospace Force that can quickly deploy from the continental United States to appropriate forward operating locations worldwide. This report evaluates the manner in which Jet Engine Intermediate Maintenance (JEIM) shops can best be configured to facilitate such deployments. The authors examine a number of JEIM support options, which are distinguished primarily by the degree to which JEIM support is centralized or decentralized. They then assess the performance of each option for three jet engines: the F100-220, the F100-229, and the TF-34. The report concludes that for the F100-220 and F100-229, the most viable options involve establishing a single JEIM in theater during war.For the TF-34, it is recommended either that the above option be exercised or that a single, centralized JEIM be established in the continental United States. With the end of the Cold War, the United States has entered an entirely new security environment that has required the U.S. Air Force to stage a large number of deployments, carried out by a substantially smaller force than existed in the 1980s. To meet these challenges and to address resulting personnel turbulence, the Air Force has formulated the expeditionary Aerospace Force concept. Prototype analyses in this report suggest that with today's support processes, ploicies, and technologies, deploying even a modest fighter-based combat force to a bare base will require several days of development before the Forward Operating Location can sustain a high flying tempo.
