Studying Public Policy

Studying Public Policy

Cambridge University Press

Now in its fifth edition, this established text offers a comprehensive synthesis of policymaking theory and analysis for upper-level undergraduate and graduate students. The book integrates foundational and contemporary scholarship through global examples that develop comparative analytical skills. Real-world case examples extend theoretical insights into practice. Its three-part structure builds knowledge systematically: from core concepts and methodologies through the policy cycle to contemporary governance challenges. Students explore theoretical frameworks including pluralism, institutionalism, and conceptual development, while examining continuity, policy feedback, advocacy, and belief systems. Each chapter features learning objectives, revised study questions, and selected readings. This edition reorganizes and expands global coverage, incorporates recent scholarship including constructivist and feminist approaches, and substantially revises chapters on policy design and formulation. A new concluding chapter reinforces practical applications. The text's manageable length supports single-semester courses while providing depth for graduate seminars.

Policy studies assume the existence of baseline parameters – such as honest governments doing their best to create public value, publics responding in good faith, and both parties relying on a policy-making process which aligns with the public interest. In such circumstances, policy goals are expected to be produced through mechanisms in which the public can articulate its preferences and policy-makers are expected to listen to what has been said in determining their governments' courses of action. While these conditions are found in some governments, there is evidence from around the world that much policy-making occurs without these pre-conditions and processes. Unlike situations which produce what can be thought of as 'good' public policy, 'bad' public policy is a more common outcome. How this happens and what makes for bad public policy are the subjects of this Element. This title is also available as Open Access on Cambridge Core.

This open access book compares the experiences of large-scale military procurement in Canada and Australia. Focusing on the recent frigate and jet-fighter programmes, it demonstrates how delays suffered in delivering weapons systems and platforms in these countries have been caused by misalignments between the strategic requirements set out by the armed forces and government defence policies. By bringing the insights of public management and administration to those of defence studies, the book presents policy options that will help improve the nature of future large-project military procurement. It will appeal to scholars and students of public administration, public management, and defence studies, as well as practitioners and policymakers.

Many Western countries have seen an increase in the volume and importance of external consultants in the public policy process. This book is the first to investigate this phenomenon in a comparative and interdisciplinary way. The analysis shows who these consultants are, how widely and for what reasons they are used in Britain, the United States, Canada, Australia, The Netherlands and Sweden. In doing so, the book addresses the positive and negative implications of high levels of external policy consultancy, including its implications for the nature of the state (transforming into a contractor state?) and for democratically legitimized and accountable decision-making (transforming into consultocracy?). It provides valuable new insights for students and practitioners in the fields of public administration, public policy, public management, political science and human resource management.

Studying Public Policy develops an analytical framework that will enable students to study public policy more effectively. The first of the books three parts examines different approaches to studying public policy by providing inventories of the relevant types of policy actors, structures, and ideas involved in public policy-making. Part Two then breaks down the policy process into the five sub-processes or sub-stages set out in the policy cycle model and analyzes the variables affecting each stage. Part Three concludes the text with a general commentary on the nature of policy change and stability.

Designing for Policy Effectiveness

Designing for Policy Effectiveness

Cambridge University Press

The field of policy studies has always been interested in analyzing and improving the sets of policy tools adopted by governments to correct policy problems, and better understanding and improving processes of policy analysis and policy formulation in order to do so. Past studies have helped clarify the role of historical processes, policy capacities and design intentions in affecting policy formulation processes, and more recently in understanding how the bundling of multiple policy elements together to meet policy goals can be better understood and done. While this work has progressed, however, the discussion of what goals policy designs should serve remains disjointed. Here it is argued that a central goal, in fact, 'the' central goal, of policy design is effectiveness. Effectiveness serves as the basic goal of any design, upon which is built other goals such as efficiency or equity.
