The 2022 National Defense Strategy calls for "integrated deterrence" in how the U.S. military uses its cyberspace forces to address the strategic challenges posed by revisionist powers, such as China. The authors apply the concept of selective overmatch to reevaluate current U.S. cyber operations in light of competition and possible conflict with China and show how this framework can provide a roadmap for U.S. Cyber Command's future operations.

This report seeks to address how the U.S. Army can most effectively project and employ land power in the Indo-Pacific, during competition and conflict, with a focus on scenarios involving China. The authors developed three concepts to guide the Army's ground force role in the theater, offering the essential architecture of basing, information, relationships, and flexible combat power needed to make the joint force effective.

How are state adversaries using disinformation on social media to advance their interests? What does the joint force?and the U.S. Air Force in particular?need to be prepared to do in response? Disinformation campaigns on social media pose a nuanced threat to the United States, but the response remains ad hoc and uncoordinated. This series overview presents recommendations to better prepare for this new age of information warfare.

Publicly available information (PAI) is a critical form of information for use in military operations. Multiple agencies within the Army collect and analyze PAI, but these efforts are disconnected and do not leverage economies of scale. This report aims to inform the Army on how to effectively acquire and develop data analytics capabilities, leveraging both commercial solutions and in-house capabilities.

Early-career officers in tactical units must understand and operate in an increasingly complex information environment, but there are few opportunities for formal education and training. With its quick-reference format and series of illustrative vignettes, this handbook is intended to facilitate tactical problem-solving and increase awareness of when and how to contribute to the goals of operations in the information environment.

This report offers suggestions for updating DD Form 214, which is used to characterize separating servicemembers' service, military history and the reasons for separation, for electronic delivery. While DD Form 214 is well-established and remains the definitive document to verify veteran status, transferring it to a fully electronic document will take substantial effort.
Lessons from Others for Future U.S. Army Operations in and Through the Information Environment
Harnessing the potential of old and new technology, state and nonstate actors alike dedicate significant effort to developing and employing information power. This examination of the evolution of allied and adversary activities in and through the information environment and comparative analysis of capability areas in which these others excel can guide future U.S. Army force planning.

Twelve detailed case studies examine the information-related activities and strategic goals of a range of allies, adversaries, and potential adversaries, highlighting insights for U.S. Army planning.
Human Capital Needs for the Department of Defense Operational Contract Support Planning and Integration Workfo
Contractors provide supplies and perform other functions in theaters of conflict. This comprehensive review of the U.S. Department of Defense (DoD) operational contract support (OCS) planning and integration workforce shows that some doctrinally mandated tasks are not being performed by DoD personnel and that the force receives limited training in OCS, recommending several options to address these shortfalls.

The Global Response Force (GRF) is built for rapid response to unforeseen operations. This study determined access strategies for each geographic combatant command given constraints in aircraft, intermediate staging bases, operational capabilities, and other factors. Global access requires both well-established and austere staging bases; complex joint deployment concepts are necessary to ensure access.

U.S. Department of Defense (DoD) policy requires identification of a subset of civilians to be organized, trained, and equipped to respond to expeditionary requirements. This research presents the results of an end-to-end review and analysis of DoD civilian deployment, assesses the viability of current DoD civilian deployment practice, and proposes a systematic approach to developing and maintaining DoD s civilian deployment capability."

The U.S. Department of Defense (DoD) sought to determine whether any administrative activities paid for with funding that was not congressionally appropriated could be consolidated and, if so, whether consolidation would save costs. A DoD task force listed several areas for improvement, ranging from contracting to information technology. RAND reviewed the work of the task force and assessed specific recommendations."
