Im Jahr 1977 - also vor ber 40 Jahren - wurden die Ergebnisse einer gro en Studie ber Unterentwicklung ver ffentlicht, die von den Vereinten Nationen in Auftrag gegeben worden war. Die Studie wurde von einem Team herausragender Experten unter der Leitung des ber hmten konomen und Statistikers Wassily L ontief durchgef hrt (daher der Name "L ontief-Expertise" f r diese wichtige Arbeit) und enthielt so gewagte Schlussfolgerungen, dass zumindest eine davon wie eine Bombe h tte einschlagen m ssen. Hier ist sie: "Die wirklichen Hindernisse f r die Entwicklung der Dritten Welt im Allgemeinen und des subsaharischen Afrikas im Besonderen sind nicht physischer Natur (d.h. sie h ngen nicht mit dem Klima, dem Relief, dem Vorhandensein oder Fehlen gro er Wasserl ufe usw. zusammen); diese Hindernisse sind vielmehr menschlicher Natur (d.h. sie h ngen mit der politischen, sozialen und institutionellen Organisation zusammen)". It was in 1977 - over 40 years ago - that the conclusions of a major study on underdevelopment, commissioned by the United Nations, were published. Conducted by a team of outstanding experts led by the famous economist-statistician Wassily Leontief (hence the name "Leontief's Expertise" given to this important work), the study came to such bold conclusions that at least one of them should have been a bombshell. Here it is: "The real obstacles to the development of the Third World in general and of sub-Saharan Africa in particular are not physical (i.e. they are not related to climate, relief, the presence or absence of major rivers ...); rather, these obstacles are human (i.e. they are related to political, social and institutional organisation)". Condotto da un' quipe di esperti di spicco guidati dal famoso economista-statistico Wassily Leontief (da cui il nome "Leontief's Expertise" dato a questo importante lavoro), lo studio giungeva a conclusioni cos audaci che almeno una di esse avrebbe dovuto essere una notizia bomba.
