The Qatar Foundation is establishing a national research institute to conduct and collaborate on applied research in energy, environment, and water issues, the Qatar Environment and Energy Research Institute. This book recommends research priorities for the new institution and reports on a survey of relevant research institutions in the region.

For over a decade, operations associated with irregular warfare have placed large demands on U.S. ground forces and have led to development of new Army and Joint doctrine. This report helps analysts identify and assess twelve key factors that create and perpetuate environments susceptible to insurgency, terrorism, and other extremist violence and instability to inform military decisions on allocation of analytic and security assistance resources.

This report draws a distinction between joint program management and commonality and argues that it is possible to achieve some degree of commonality without joint program management. Based on reviews of historical joint initiatives and relevant business management literature, the authors identify some of the factors affecting joint program success and recommend ways to apply those lessons to the management of the Future Vertical Lift initiative.

In 2014, the RAND Arroyo Center conducted a formal needs assessment survey of active component soldiers and described the broad landscape of needs and resource use. Installations vary in several ways that can affect service delivery. This project analyzed existing survey data at the garrison level and gathered qualitative focus group data to provide unique information, enabling garrisons to see where they do well and where they have challenges.

Government organizations have put substantial effort into detecting and thwarting terrorist and insurgent attacks by observing suspicious behaviors of individuals at transportation checkpoints and elsewhere. This report reviews the scientific literature relating to observable, individual-level behavioral indicators that might, along with other information, help detect potential violent attacks.

Israel and Iran have come to view each other as direct regional rivals. The two countries are not natural rivals; they have shared geopolitical interests, which led to years of cooperation both before and after the 1979 Islamic revolution. But their rivalry has intensified recently, particularly with the rise of fundamentalist leaders in Iran and the prospect of a nuclear-armed Iran posing grave strategic and ideological challenges to Israel.

In the months after the contested Iranian presidential election in June 2009, Iranians spoke out about the election using Twitter--a social media service that allows users to send short text messages, called tweets, with relative anonymity. This research analyzed more than 2.5 million tweets discussing the Iran election that were sent in the nine months following it, drawing insights into Iranian public and mood in the post-election period.
