What moral standards ought nation-states abide by when selecting immigration policies? Peter Higgins argues that immigration policies can only be judged by considering the inequalities that are produced by the institutions – such as gender, race and class – that constitute our social world. He challenges conventional positions on immigration justice, including the view that states have a right to choose whatever immigration policies they like, or that all immigration restrictions ought to be eliminated and borders opened. Rather than suggesting one absolute solution, Higgins argues that a unique set of immigration policies will be just for each country. He concludes with concrete recommendations for policymaking.

For readers of Cormac McCarthy and Justin Cronin, this is the story of one family's battle for survival in a world where evil has already won. As they fight their way across a dying land, Shay and Cass will do anything to keep their daughter, Hope, alive. The family faces unimaginable dangers as they try to stay together, and stay alive, long enough to reach safety. But when the heart of a dragon starts to beat in Hope's chest, they fear they'll lose her to a battle they can't possibly help her win . . . Critically acclaimed author Peter Higgins has written a richly evocative post-apocalyptic fantasy novel about how, even in the darkest of times, we have so much to lose.

Peter Higgins' Vlast is a superbly imagined 'other' Russia, an epic land of trackless forest, sentient rain and powers deep in the Earth.Inspector Vissarion Lom is summoned to the great capital city of Mirgorod to catch the terrorist Josef Kantor. He's been chosen because he's an outsider, impartial to the capital's cruel politics - though not for long. His investigation opens his eyes to a city teeming with corruption: a murky world of secret police and revolutionaries, and a conspiracy that extends to the upper echelons of the government. But Lom soon has other concerns. Nature is turning against the city, and the horrors of war threaten everyone within its walls.WOLFHOUND EMPIRE brings this incredibly powerful trilogy together for the first time.

Peter Higgins's superb and original creation, a perfect melding of fantasy, myth, SF and political thriller, reaches its extraordinary conclusion. The Vlast stands two hundred feet tall, four thousand tons of steel ready to be flung upwards on the fire of atom bombs. Ready to take the dream of President-Commander of the New Vlast General, Osip Rizhin, beyond the bounds of this world. But not everyone shares this vision. Vissarion Lom and Maroussia Shaumian have not reached the end of their story, and in Mirgorod a woman in a shabby dress carefully unwraps a sniper rifle. And all the while the Pollandore dreams its own dreams.

Investigator Vissarion Lom has been summoned to the capital in order to catch a terrorist -- and ordered to report directly to the head of the secret police. A totalitarian state, worn down by an endless war, must be seen to crush home-grown insurgents with an iron fist. But Lom discovers Mirgorod to be more corrupted than he imagined: a murky world of secret police and revolutionaries, cabaret clubs and doomed artists. Lom has been chosen because he is an outsider, not involved in the struggle for power within the party. And because of the sliver of angel stone implanted in his head.

A thousand miles east of Mirgorod, the great capital city of the Vlast, deep in the ancient forest, lies the most recent fallen angel, its vast stone form half-buried and fused into the rock by the violence of impact. As its dark energy leeches into the crash site, so a circle of death expands around it, slowly - inexorably - killing everything it touches. Alone in the wilderness, it reaches out with its mind. The endless forest and its antique folk lore are no concern to Inspector Vissarion Lom, summoned to the capital in order to catch a terrorist - and ordered to report directly to the head of the secret police. A totalitarian state, worn down by an endless war, must be seen to crush home-grown terrorism with an iron fist. But Lom discovers Mirgorod to be more corrupted than he imagined: a murky world of secret police and revolutionaries, cabaret clubs and doomed artists. Lom has been chosen because he is an outsider, not involved in the struggle for power within the party. And because of the sliver of angel stone implanted in his head at the children's home. Lom's investigation reveals a conspiracy that extends to the top echelons of the party. When he exposes who - or rather what - is the controlling intelligence behind this, it is time for the detective to change sides. Pursued by rogue police agents and their man-crushing mudjhik, Lom must protect Kantor's step-daughter Maroussia, who has discovered what is hidden beneath police headquarters: a secret so ancient that only the forest remembers. As they try to escape the capital and flee down river, elemental forces are gathering. The earth itself is on the move.

This is the first book-length examination of immigrant admissions from a feminist philosophical perspective. Much philosophical work on immigration is founded on an outdated conception of immigrants and the causes of migration. This is based on the model of the pre-World War II European migrant to North America escaping political tyranny, fleeing famine or hoping to claim 'unsettled' land. Higgins draws on empirical evidence to show that the world has changed, and reasons for migration have changed too. So we need to create new moral principles for deciding which immigrants should be admitted. Rather than suggesting one absolute solution, Higgins argues that a unique set of immigration policies will be just for each country. He concludes with concrete recommendations for policymaking. It draws on empirical data on trends, patterns and causes of contemporary global migration. It is the most thorough, up-to-date examination of existing philosophical work on justice in admissions. It responds the thought of other political philosophers including John Rawls, Thomas Pogge and Michael Walzer. It includes chapters on nationalism, cosmopolitanism and policy.
