It allows identification of R&D projects with high-value capabilities but formidable technical or fielcling problems yet to be solved-projects for which management attention may have the greatest leverage.

The U.S. government has developed hundreds of approaches to promote and protect critical technologies and their associated industrial base, and the sheer number and diversity of these programs, policies, and initiatives present a logistical challenge for the U.S. Department of Defense (DoD). The authors of this report describe a tool designed to help DoD decisionmakers--upon discovering a risk or vulnerability to a critical technology--quickly and effectively determine relevant approaches to mitigate the problem.

Beyond the agricultural and industrial revolutions of the past, a global technology revolution is currently changing the world. This book discusses the broad, multidisciplinary, and synergistic trends in this revolution, including genomics, cloning, biomedical engineering, smart materials, agile manufacturing, nanofabricated computation devices, and integrated microsystems. The revolution's effects on human health may be the most startling as breakthroughs improve both the quality and length of human life. Biotechnology will also enable us to identify, understand, manipulate, improve, and control living organisms (including ourselves). Information technology is already revolutionizing our lives, especially in the developed world, and is a major enabler of other trends. Materials technology will produce products, components, and systems that are smaller, smarter, multi-functional, environmentally compatible, more survivable, and customizable. In addition, smart materials, agile manufacturing, and nanotechnology will change the way we produce devices and improve their capabilities.The technology revolution will not be uniform in its effect across the globe but will play out differently depending on its acceptance, investment, and a variety of issues such as bioethics, privacy, economic disparity, cultural invasion, and social reactions. There will be no turning back, however, since some societies will avail themselves of the revolution, and globalization will thus change the environment in which each society lives.

This report presents an assessment of the quantum technology industrial bases of several U.S.-allied nations that are major players in the development of quantum technology, beginning with a global look and then focusing on the quantum industrial bases of Australia, the UK, Germany, and Japan. It gives recommendations for how the United States can promote strong ties with its allies in quantum technology research and development

The Criminal Justice Technology Forecasting Group (CJTFG) deliberated on the effects that major technology and social trends could have on criminal justice in the next two to five years and identified potential responses. This report captures the results of the group's meetings and initiatives, presents the emerging trends and highlights of the group's discussion, and presents the results of analyses to assess connections between the trends.

U.S. Army leadership has called for consideration of lifecycle cost at system design and technology development stages so that adjustments can be made early enough to ensure affordability. This study developed and demonstrated a method and model to incorporate lifecycle cost into the portfolio analysis and management process for Army Science and Technology programs.

China's Tianjin Binhai New Area and the Tianjin Economic-Technological Development Area commissioned a technology-foresight study to help them plan for economic growth. The authors recommend seven emerging technology applications (TAs)--solar energy, mobile communications, rapid bioassays, new water-purification systems, molecular-scale drugs, electric and hybrid vehicles, and green manufacturing--and describe drivers, barriers, and plans for each.

In 2020, areas of particular importance for technology trends will include biotechnology, nanotechnology, materials technology, and information technology. The authors of this report assessed a sample of 29 countries across the spectrum of scientific advancement (low to high) with respect to their ability to acquire and implement 16 key technology applications (e.g., cheap solar energy, rural wireless communications, genetically modified crops).
