In this critical exploration of the state and future of post-pandemic medical internationalism, world-renowned expert Robert Huish draws on public health data and popular media reports in order to document Cuba’s achievements and challenges leading up to and during the Covid-19 pandemic. Huish shows that Cuba’s decision-making followed best practices in public and global health—notably by foregrounding disease prevention and health promotion ahead of high-cost treatments—in ways that worked until the post-Castro government lost its confidence and fell into old habits of courting Moscow for favours and seeking remittances from Cubans living in the U.S. Such miscalculations are what led to Covid-19 overwhelming Cuba’s health system, which in turn led to a looming deeper crisis the country is now struggling to avoid. Ultimately, Huish presents Cuba’s experiences in ways that open new space for dialogue within the deeply polarized debates over its medical internationalism. This new dialogue seeks to answer the urgent question of how to make the ideals of international solidarity and networks of alter-globalization more resilient and capable of surviving the next pandemic.

This volume takes a deep dive into the lasting legacy of stigma from the COVID-19 Pandemic. Self isolation, quarantine, face masks, hand washing, and travel restrictions are all ancient methods of pandemic management that extend past antiquity. Yet in a highly globalized pandemic, such ancient methods were the front lines of defense for a modern-day pandemic. And with such ancient methods come ancient problems, such as stigma. Based on two-years of extensive research in Nova Scotia, Canada, New Zealand, and Australia (jurisdictions that attempted to achieve Zero COVID) the book carefully outlines how with each wave of the pandemic a new group was blamed for it. When public measures were enforced, often anger was turned to groups who were assumed to have brought the virus into the country (or province). The nature of anger, and the nature of stigma evolved through the pandemic, but the impacts remain. In particular, the pandemic allowed jurisdictions to designate rights, and freedoms for people from certain places, while heavily penalizing others from away. The book argues that COVID-19 was born through globalization but the global response to it was fractured and divisive based on national and territorial identities as is reflected through targeted stigma. If another pandemic is to emerge, the book argues that a commitment to non-stigmatizing methods is needed in order to ensure compassion, dignity and respect, which are the ultimate goals of global health.

Tens of thousands of people around the world die each day from causes that could have been prevented with access to affordable health care resources. In an era of unprecedented global inequity, Cuba, a small, low-income country, is making a difference by providing affordable health care to millions of marginalized people. Cuba has developed a world-class health care system that provides universal access to its own citizens while committing to one of the most extensive international health outreach campaigns in the world. The country has trained thousands of foreign medical students for free under a moral agreement that they serve desperate communities. To date, over 110,000 Cuban health care workers have served overseas. Where No Doctor Has Gone Before looks at the dynamics of Cuban medical internationalism to understand the impact of Cuba's programs within the global health landscape. Topics addressed include the growing moral divide in equitable access to health care services, with a focus on medical tourism and Cuba's alternative approach to this growing trend. Also discussed is the hidden curriculum in mainstream medical education that encourages graduates to seek lucrative positions rather than commit to service for the marginalized. The author shows how Cuba's Escuela Latinoamericana de Medicina (ELAM) serves as a counter to this trend.
