To support development of Puerto Rico's short- and long-term recovery and resilience plan, experts conducted a comprehensive assessment of the commonwealth's challenges and the damage caused by the 2017 hurricanes. They identified short- and longer-term needs for Puerto Rico to recover and to build resilience to future storms; economic, social, and environmental trends; and ongoing governance challenges. This report summarizes their work.

To provide transparency into the decisionmaking process surrounding its planning processes, the U.S. Department of Homeland Security (DHS) asked RAND to develop a risk assessment methodology that can be used to identify the greatest risks to homeland security and support prioritization of DHS mission elements. The methodology is presented in this report.
The report describes the underlying method of collaborative logic-model development and application and frames the approach in generalizable step-by-step terms, drawing from research and analysis conducted in conjunction with the Federal Voting Assistance Program. The report derives from a more-detailed report that more fully documents both the process and its results, including recommendations, guidance, and organizational change.
The Cities Readiness Initiative (CRI) aims to improve communities' ability to rapidly provide life-saving medications during public health emergencies. The authors examine (1) the status of communities' operational capability to meet the goal of delivering medical countermeasures within 48 hours of a federal decision to deploy assets and (2) whether there is evidence that CRI has improved communities' capability to meet that goal.
