This monograph examines prewar planning efforts for the reconstruction of postwar Iraq. It then examines the role of U.S. military forces after major combat officially ended on May 1, 2003, through June 2004. Finally, it examines civilian efforts at reconstruction, focusing on the activities of the Coalition Provisional Authority and its efforts to rebuild structures of governance, security forces, economic policy, and essential services.

Examines several nationally representative senior high school student cohorts between the early 1970s to early 1990s to understand trends in the mathematics scores of these different racial-ethnic groups. 450-character abstract: Examines trends in the mathematics scores of different racial-ethnic groups over time and analyzes how changes in family, school, and schooling measures help explain changes in the test score gaps. Although there were few positive changes between schools, the within-school experiences of black and Latino students changed for the better compared with white students when measured by student self-reported academic track placement.

Helping the Navy gauge the effectiveness of its information systems. In military operations, information has always been every bit as vital as fuel or ammunition in achieving favorable outcomes. Today, the need to reduce decision timelines highlights its importance. The Navy postulates that network-centric operations will enhance the effectiveness of combat systems by allowing commanders to mass effects from great distances. At issue is verification of this assumption. How can the effectiveness of network-centric information systems be linked to combat outcomes? The authors seek to identify how information affects outcomes and determine how to measure the two. This report creates a framework for developing measures to help the Navy decide how network-centric operations affect combat outcomes and which information systems work best. The authors demonstrate a proof-of-concept tool that can generate several alternative network-centric command, control, communications, computer, intelligence, surveillance, and reconnaissance systems.Using a spreadsheet model, they take the first steps toward developing formulas to help the Navy codify an approach to measuring combat effectiveness in network-centric operations.
