This volume represents the outcome of two years of intensive debate about the future of Europe. It aims to provide the European Union with a vision: one that will unite all of its citizens and help to create the democratic legitimacy that the EU currently lacks. It builds on the first book on social quality, "The Social Quality of Europe", which introduced the concept. The book develops three crucial elements of social quality: the theoretical validity of the concept, its practical application, and its identity or "genetic code". It establishes an independent identity for social quality, with a unique focus on the quality of the social, which enables it to act as the rationale for economic, social, and cultural policies and, therefore, an escape route from the dominance of narrow economic thinking in policy making. This book is intended for anyone interested in the future of Europe: policy makers, scientists, NGOs, and students of social policy, law, economics, sociology, and political science.

Die Kapillarelektrophorese (CE), auch mit dem Acronym HPCE fiir "High Perfor- mance Capillary Electrophoresis" bezeichnet, ist ein mit hoher Geschwindigkeit wach- sendes instrumentell - analytisches Trennverfahren. Vereint sie doch die Trenntechnik der klassischen Elektrophorese auf Platten mit den instrumentellen Methoden der Chromatographie hinsichtlich direkter Detektion der getrennten Proben in der Kapil- lare, und damit einfach durchzufiihrende Identifizierung und Quantifizierung der Analyten. Die anfiinglichen Probleme mit mangelnder Reproduzierbarkeit der quanti- tativen Analyse, bedingt durch die Notwendigkeit mit extrem kleinen Volumina umzu- gehen, sind bei kommerziellen Geraten der mittlerweile zweiten Generation weitestge- hend gelOst, so daB fiir ionische Verbindungen yom kleinsten Kation (dem Lithium- ion) bis hin zu den Polyanionen mit Molekulargewichten im Millionenbereich (wie DNA-Molekiile) ein schnelles und zuverlassiges Trennverfahren zur Verfiigung steht. Die Methoden der Gelelektrophorese, der isoelektrischen Fokussierung, sind einfach auf die Trenntechnik in der Kapillare zu iibertragen. Fiir nichtionische Verbindungen steht dariiberhinaus ein zusatzliches Trennverfahren in Form der micellaren elektro- kinetischen Chromatographie (MEKC) zur Verfiigung. Hierbei handelt es sich urn eine echte chromatographische Trenntechnik, da der elektrophoretischen Migration die Verteilung der Analyten zwischen dem Puffer und den Micellen iiberlagert ist und dies wesentlich zur Selektivitat beitragt.

Capillary electrophoresis (CE), also designated by the acronym HPCE for "High Per- formance Capillary Electrophoresis" is a rapidly growing analytical separation method. It unites the separation technique of classical electrophoresis on plates with the instrumental methods of chromatography with respect to direct detection of the solutes separated in the capillary and their ready identification and quantification. The initial problems of inadequate reproducibility in quantitative analysis, due to the necessity of handling extremely small volumes, have largely been solved in the sec- ond generation commercial instruments. Hence, a rapid and reliable separation sys- tem is available for ionic compounds from the smallest cation (the lithium ion) up to poly anions with molecular weights ranging in the millions (such as DNA molecules). The methods of gel electrophoresis and isoelectric focusing can be readily extended to separation techniques carried out in a capillary. For nonionic compounds an addi- tional separation method is available in the form of micellar electrokinetic chroma- tography (MEKC). This involves a true chromatographic separation process because the distribution of the analytes between the buffer and the micelles is superimposed on the electrophoretic migration, which contributes substantially to the selectivity.
