Public freedoms are essential for every society, including Iraqi society. No one can give them up or live without them, as real life exists with its presence for citizens, and in its absence, that life weakens or becomes non-existent.The reality of the situation in Iraq indicates that although the majority of Iraqi constitutions, the latest of which was the 2005 Iraqi constitution in force, stipulated a good number of public freedoms for citizens and their guarantees, in one way or another, these freedoms were, and still are, It is being violated at the level of practical application in one way or another..as Iraqi citizens are still constantly facing many problems, challenges, and violations of their public freedoms, which has negatively affected their overall conditions and dailylife.

Despite the importance of public freedoms for all societies of the world, including our Iraqi society, these freedoms can only be achieved, promoted and guaranteed through a constitution and the rule of law to which everyone, rulers and ruled, must be subject.Accordingly, it can be said that the constitution must provide for public freedoms. It must also be a guarantor, protector, and respecter of those freedoms and define mechanisms for their protection so that every member of society can guarantee his freedoms or claim that his freedoms and rights have been violated based on the provisions of that constitution.
