Celebrated as a beacon of democracy and reconciliation, many people in South Africa continue to live in severe poverty, particularly in the Eastern Cape Province. Backed by the United Nations Development Programme, the Eastern Cape's provincial government consequently launched an historically ambitious programme – the Provincial Growth and Development Plan – aimed at tackling the province's poverty, unemployment and inequality over a ten-year period in a radical policy overhaul.Drawing on the author’s first-hand engagement with the planning process, Development Planning in South Africa is an empirically rich study that utilises a strategic-relational approach to explore the ways in which this unprecedented challenge was negotiated and eventually undermined by the South African state. The first work of its kind, the book provides an indispensable micro-level study with profound implications for how state power is understood to be organised and expressed in state policy. Relevant beyond South Africa to policy implementation in both developing and developed states globally, the book is essential reading for students and scholars of government studies, political economy, development, policy studies and social movements.

In the aftermath of the 1916 Rising, the ensuing guerrilla war reached its peak in August 1920, in the garrison town of Templemore, when a series of extraordinary events occurred. 16-year-old farm labourer Jimmy Walsh claimed that he was experiencing Marian apparitions, and that religious statues owned by him were moving and bleeding. Miraculous cures were claimed and the religious fervour that gripped Ireland led to an influx of thousands of pilgrims. The phenomenon of the ‘Templemore miracles’ or ‘bleeding statues’ lasted for several weeks and an informal ceasefire arose while the rebels, the police, military and civilian population struggled to comprehend the surreal situation. With the logistics of conducting the war disrupted by the flood of pilgrims, the IRA stepped in. They interrogated Walsh and, with the direct involvement of Michael Collins, planned to deter further pilgrimages to Templemore. In due course, Walsh had left Ireland, never to return, and the war resumed with an even greater degree of ferocity. Here, John Reynolds charts the bizarre goings-on that intersected the spiritual, social and martial fixations of early twentieth-century Ireland based around a small town and a boy with visions.

Empire, Emergency and International Law

Empire, Emergency and International Law

What does it mean to say we live in a permanent state of emergency? What are the juridical, political and social underpinnings of that framing? Has international law played a role in producing or challenging the paradigm of normalised emergency? How should we understand the relationship between imperialism, race and emergency legal regimes? In addressing such questions, this book situates emergency doctrine in historical context. It illustrates some of the particular colonial lineages that have shaped the state of emergency, and emphasises that contemporary formations of emergency governance are often better understood not as new or exceptional, but as part of an ongoing historical constellation of racialised emergency politics. The book highlights the connections between emergency law and violence, and encourages alternative approaches to security discourse. It will appeal to scholars and students of international law, colonial history, postcolonialism and human rights, as well as policymakers and social justice advocates.

An attractive and detailed guide to one of the great 20th-century design icons, Original Citroën DS, the 19th title in an acclaimed series, is indispensable for all owners, restorers, buyers and enthusiasts. Accompanying the text are over 270 photographs showing all the signi?cant model variations and the main changes in DS speci?cation. The Citroën DS is one of the all—time great cars. Daringly styled and technically sophisticated, it was launched in 1955 as a startling glimpse into the future and instantly rendered all other cars out of date. It remained ahead of its time when production ended 20 years later, and much of its engineering legacy — notably the brilliant hydro—pneumatic suspension — can still be seen on modern Citroëns. This book aims to reveal, in words and colour pictures, how these Citroëns altered in detail over the years. Speci?cation descriptions, engine and trim permutations, production changes, identi?cation number sequences, body colours, production ?gures, market variations — the minutiae are covered for all DS and ID models. A painstaking search for cars of the highest quality and authenticity in the UK, France and Holland has resulted in over 35 cars — some highly original, others fastidiously restored - being specially photographed for this book. The illustrations in themselves provide a valuable reference source.
