This book explains why the role of corruption varies greatly between public services, between people, between national systems of governance, and between measures of corruption. More than 1.8 billion people pay the price of bad government each year, by sending a bribe to a public official. In developing countries, corruption affects social services, such as health care and education, and law enforcement institutions, such as the police. When public officials do not act as bureaucrats delivering services by the book, people can try to get them by hook or by crook. The book’s analysis draws on unique evidence: a data base of sample surveys of 175,000 people in 125 countries in Africa, Asia, the Middle East, Europe, and North and South America. The authors avoid one-size-fits-all proposals for reform and instead provide measures that can be applied to particular public services to reduce or eliminate opportunities for corruption.

This book’s aim is to determine empirically whether Europeans see their multiple security needs best advanced by a consistent reliance on the EU’s security policies or by differentiating allies according to their capacity to deal with different types of security threats, economic, military, and climate change. It uses original survey data to test whether people see their country facing multiple threats to their security. If they see a threat, do they want their national government to seek help from the EU, the United Nations or NATO or have their national government look after national security on its own? Given substantial differences in public opinion, we test whether this is due to individual differences in their political attitudes and social characteristics; national context; or differences in the capacity of multi-national institutions. The results have important implications for the public policies of national governments and the EU and for theories of European integration.

This innovative book shows that the health, education, and employment of billions of people have been improving on every continent in the past three decades. The globalization of welfare has had the biggest impact in developing countries, where more than five-sixths of the world's population lives. In Africa, Asia, Latin America, and the Middle East there has been great progress in eradicating infant mortality and illiteracy, people are living longer, and more young people are able to obtain a secondary education. These achievements are the product of a welfare mix combining resources of the household, the market, and the state. Given low starting points, only a minority of developing countries have already caught up with the high standards of welfare in Europe, the United States and Canada, and the Asia Pacific region. Slow but steady rates of progress show that people in a majority of developing countries can expect to catch up with the high, fixed standards of welfare in the next three decades. This will happen sooner in China and later in India, because China has been unusually successful in using its resources to promote welfare while India has been below the global average. These conclusions are based on Richard Rose's systematic analysis of the Global Welfare Database, which combines official and unofficial data covering 95 per cent of the world's population. The success of highly developed countries raises questions about how much is enough welfare. At what age will young people learn more by leaving classrooms and becoming employees? Is length of life or quality of life more important for older people? Should unpaid work caring for children and older family members have the same value as working and paying taxes in the official economy?

Other parts show intermittent symptoms of ill health, such as Cabinet ministers avoiding accountability. There is also a chronic problem of managing the unity of the United Kingdom. None of the symptoms is fatal. The book identifies effective remedies for some symptoms, placebos that offer assurance without cure, and perennially popular prescriptions that are politically impossible. Being a healthy democracy does not promise effectiveness in dealing with economic problems, but a big majority of Britons do not want to trade the freedom that comes with democracy for the promises of undemocratic leaders.

In 2005 my wife Sara and I rode our well-laden bicycles, carrying a tent, cooking equipment and all the paraphernalia necessary for a three week cycle tour around Lake Constance, otherwise known as the Bodensee, Europe's third largest lake. Starting our ride in Friedrichshafen in Germany, we circumnavigated the lake and made occasional detours into the hinterland to explore the magnificent countryside and visit places of historic and artistic interest. This was one of many such excursions that we have made by bicycle to various parts of Europe over the years, and we were well versed in navigating the smallest lanes we could find, travelling at a leisurely pace with regular stops for refreshments, sightseeing and locating quiet campsites. During our many trips by bicycle we have met interesting people, enjoyed local cuisine, and gained a host of memorable experiences. But it was one specific occurrence during this journey through the three countries bordering the Bodensee that prompted me to think about the nature of nationhood and our strange relationship with borders and identity.

This book explains how citizens are using referendums to challenge decisions taken by the European Union. The opening chapters compare the two chief institutions of electoral democracy: parliamentary elections to decide who governs, and referendums to decide policies. The EU relies on international treaties for its authority to make policies. Chapters analysing referendum voting on Europe in Britain, Greece and the Netherlands show that cultural values can have a stronger influence than class. The book uses Brexit – the British referendum in which a majority voted for the UK leaving the European Union – as the leading example of a conflict between national voters and the EU. However, taking back control of policymaking does not ensure effective policymaking when success depends not only on what the British Parliament does but also on decisions taken in Brussels, Washington and elsewhere. Boris Johnson’s electoral success is insufficient to deliver all his promises in the world beyond Brexit.
